A court reporter who does not comprehend and understand the meaning of oral dialogue is incapable of producing a verbatim transcript which accurately conveys the import of the proceedings. Consider this simple example from the deposition transcript of a ship crew member:
Q: Where did you last work in the Mediterranean?
A: The AGNC.
